Are there any plans or something already that adds variant races to the character creation options. Things like wild elf?

Variant races can be added, per se. However, there are restrictions.

We cannot make new models for new races. We have to use existing models for new races. That means if a race has different physical features from an existing humanoid or monster already in the game, it cannot be done.

Also, to add a new race where they have a skin tone different from an existing model would require re-doing an entire new set of graphics to overlap any gear used by the new race - means making a bunch of new gear from scratch and the new gear being edited for color to match the skin tone of the new race. Basically, this will not be done.
    * Dark Elves as the Drow have been added [as NPCs only - with new head gear graphics], but that's about all that will be done for a major new race addition...ShiningTed + Allyx + Cujo.
** I added Fiendish Minotaurs [as monsters] with Cujo providing new skin graphics for it.

If an existing model can be used for the new race AND the skin tone does not have to be changed AND new race specific feats, skills, and abilities do NOT have to be modded in to the game, then, we can make a new race with just protos entries - use existing models with existing skills and feats and use existing gear [with no changes].
    * Rufnredde and I added Orcs [as monsters]. Half-orcs were already in the game. Rufnredde and I modded variants of the existing Half-Orcs in to different types of Orcs using just new protos entries.
** Rufnredde and Blue added kobolds [as monsters] from lizardmen.
*** Allyx added White Dragons [as monsters] from the ice lizard.

That should pretty much be the sum of it all. So, the answer to your question is yes and no.

Great, so the variants like a wild elf could be added since they can use the same model. The only thing different is that they have a preferred class of sorceror and +2 dex and -2 int. If you have time it would be a great addition. Thx.

uhm - If Wild Elves were to be added, they would only be available as NPC characters to be encountered by an adventuring party. You would not be able to make a player character as a Wild Elf.

You can always make an Elf character that has a Sorcerer class level; exit the game before adding the character to a party and edit the character stats for the changes to DEX and INT. Remember the game will change elves' DEX concerning the common [high] elves race. Then, you can start the game and chose the edited character, add him or her to your party. Viola!..You have a Wild Elf.

    -> Ferros ToEE Character Editor

Thanks. How do you get around the XP penality for taking a multi-class sorceror this way?
The idea is to take 2 levels of Paladin and then switch to Sorceror for the remainder.

The bad news is you won't get around the exp penalty. The good news is once you have the party in-game, you can use the console to give the your Wild Elf character 2-levels of paladin and 1-level of Sorcerer at the start of the game.

Once you have started your game and have a party in the game, press the tilde mark button and shift key at the same time to open the console.
    ~ <shift>

Type and enter the following in the console window.

    game.party[X].stat_base_set(stat_experience,Y)

    Make X = 0 for PC #1, 1 for #2, 2 for #3, etc
Make Y = the number you want the new experience amount to be

Note: Experience is added using a number typed like 6000 or 9999, and do not use a comma.

When done, press the tilde and shift keys to close the console.

    So I suppose there's no chance of seeing templates. . . such as half-dragon, half-celestial, half-fiend, etc. . . being implemented, then?
