Just FYI, since September 16 is a 'hard'' release date for v8 (we will release on that day, no matter what), the deadline for mod submissions intended to be included in v8 will be Friday, September 13, 2013. Thanks.
The v8 date is 'hard' because it's the anniversary edition, as it were. ToEE was released (in the US) on September 16, 2003. Basically we've been working toward this date for a 'final' version release for about the last five years.
Yes, there will no doubt be continuing patches, and possibly even new full releases (8.1 etc.) if it's warranted. v8 doesn't mean we're closing the book fully on ToEE; it's just not considered a beta, like basically every other Co8 release to date has been.
Sadly no. That's something that needs to be shepherded rather than shoehorned in. Rudy was on that a while ago but then he faded into oblivion.

Man, I sure hope I can run 8.0 without the ctd problems I've been having with 7.9 *crosses his fingers*.
