While dual wielding you have a -6 penalty with your primary weapon and a -10 penalty with your off-hand weapon. These penalties can be reduced through two methods.

    - Wielding a light weapon (Like a dagger) in your off hand reduces both penalties by two. Unarmed strikes are considered light weapons as well.
    - The Two Weapon Fighting feat reduces the primary weapon penalty by two and the off hand penalty by six.

And yes, these penalty reductions are stackable.

Tattoos give you +2 AC, works as thick skin, so amulets of armor +2 will just equal the tattoo. Bracers+tattoo works fine.

Does anyone know how the Dwarven plate works ?
    it says damage reduction

the post above yours says "dwarf stone armor:+3 dmg reduction" so i guess it's -3 to each hit made against the wearer.

another question, does favored class have to be the highest class of a player?

No, not necessarily. The favored class is simply not counted when figuring the level differences for XP penalties. So, if you had an elf (favored class Wizard) who was Wiz 1 / Fighter 9, no penalty. Or the same elf Wiz 9 / Rogue 1 / Fighter 2 no penalty. But Wiz 9 / Fighter 8 / Rogue 2 would be a penalty because the level difference from Rogue to Fighter is too great.

The tattoos also give you a substantial bonus to constitution if I am remembering correctly.

    Next Q:
Do non-magical helmets, gloves or boots serve any use in-game besides style points?

Nope, purely for looks - and you can add non-magical capes, robes, and normal clothing to the list... though people will react a bit differently to you if you walk around totally naked.

    Hello guys!

I've been playing over ToEE once upon a time, I think it was vanilla ToEE. Now, I want to try the NC Co8 pack...

    - Are the monsters (Zuggtmoy, Lareth etc.) leveled up as well? I mean, I see a lot of new places, that mean more XP, higher levels etc. So how well balanced is the game with this mod?

    - What is the level cap?

Well Zuggy can be a lot tougher if you choose Max HP from Level/HD for your enemies. Lareth was not leveled up, but the tactics from the battle in his lair has been much improved.

The level cap can be adjusted by you from the TOEE front end. From vanilla 10 to a max of 20.

Also the AI has been improved. You can still get some weird and silly reactions from your enemies, but it is a heck of a lot better than it was in vanilla. :)

The computer game manual states that the only skills that are affected by ACP (Armour Check Penalty) are: (note that these are all Dexterity-based skills)

    Hide
    Move Silently
    Sleight of Hand
    Tumble

Scather or Fragarach probably are needed in order to be able to defeat the avatars of Iuz or St. Cuthbert during the 'Demons & Demigods' quest. In fact, those weapons may be the ONLY way to defeat them legitimately (without cheating by using Lareth's Club of Striking and a certain spell ;)).

And yet the women in your party can sport nothing but Tattoos and everyone seems to not notice.

Sorry, If I were running a shop and a couple of women came in wearing NOTHING but tattoos, it would be a very memorable day. :pelvicthr

Nope, you're confusing Dwarven Plate and Dwarven Stone Plate. Dwarven Plate is adamantine FP giving DR 3/-. Stone Plate is a heavy armor with +1 AC compared to regular FP and extremely heavy weight.

Nope, +2 AC (Natural) and +2 Intimidate.

IIRC, in one of the earlier patches people seemed to freak out. Also funny thing - people will still react to you as if you were "naked" if you wear robes but no clothing. EDIT: NVM, I guess that got changed recently.

Actually Ostler and Otis react to stuff like Marauder armor (or whatever the semi-naked stuff is) and the breast-baring corset. ;)

might have missed this if someone already stated it: zombies (undead) are dr/5 slashing, meaning that blunt and piercing weapons do less damage against them.

Is there a chart for attacks per round per level? Specifically, at what point do monks gain extra non-flurry attacks?
