Been away for a while: looking for Co8 Dev patch

Hey, all. I just reinstalled ToEE after rebuilding my PC, and I'm looking for the Circle of Eight development patch. I'm not sure if I even have the name correct... It was the patch which allowed you to level up by speaking with the guards in Hommlet as a way to test custom additions to the game.

I downloaded this sometime last year, from a link on an actual website page (rather than these forums) at www.co8.org.

Is this still available, and if so does anyone know if it works with the current patches?
