I like the sound of that krunch, she would actually be pretty strong then and could replace my favorite drunk adventurer.
bcs d&d was greatly inspired by tolkiens lotr and he described one of the elves as `the tall elf` and they all used bows and delicate long swords. thats why d&d first versions had those racial bonuses. they werent supposed to be tiny. neither halflings. if i could find that video on youtube again where a 3 years old kid is beating the broccoli out of his father with a plastic two-handed sword i could prove that its totally illogical to have weapon size restrictions for halflings. they should be able to use as long as they have the strenght. maybe a double strenght check for weapon minimum str requirements but alas, i cannot find the said video. back on the subject, i think Anya is a good idea, the more diversity the better.
You've obviously planned the NPC out well enough, and it's well put together. IMO I would like Anya not to be placed in Hommlett. There are far enough joinable NPC's in Hommlett already as it is. Having her in Verbobonc could work nicely if you just make her like level 10, although it may be too late by that point. She might work in Nulb though, that's a nice mid level area.
All hail Krunch! He he... I like the idea of another NPC that can be multi-classed with decent stats. Perhaps mid-level (5th or 6th) not to weak, not to strong. Placement in game would naturelly take precedent. I have liked picking up Wicked in the temple even though I think he is 1st lvl rogue.
