As others have mentioned, the magical ammunition in game is rather rare, so to have the ability to purchase stacks of magical ammo here would be the real draw. And, if you have a party that uses ranged weapons, this would be a one stop shop. i suggested the proprietor could be a half-elven ranger named Aerich Dragonsbane
