Zooming Function in Graphic Editors? Custom Portrait trouble.

I spent the evening creating some custom portraits and everything works so far and even looks good

I got some trouble with one portrait though ...

Is there a graphic editor that actually allows you to zoom out of a pic a little and then save it?
I'm not talking about resizing ... the face on the picture is too big, resizing the pic just changes the general size of the whole image, so I'm looking for a way to make the whole head a little smaller- as in "zooming out" of the picture.

Any input appreciated, guys.

Sure. There's a very easy way to go about doing this.

Just create a new picture: empty - and resize the current picture to how small or large you would like it to be for that 'zoomed out' or 'zoomed in' effect then select the whole picture, copy it, and paste it into the new, empty picture.

Then crop it and save.
