Hey all. I guess I hit a wall with this quest as well. I've read all the guides there are. I have checked every single post about this quest there is. I've read all comments, walkthroughs and tips. It took me over 7 hours of atrocious sewers runs with multiple save/load, as I tried multiple combinations of events. Anyway, I got Circlet of Discernment. I added 40 points of Spot to all my characters via DM mode, as apparently 20 wasn't enough. My charafcter has sh1tload of speech skills and Charisma on top of that. Reduced my party size to 6 (apparently it has to be 6 PC and not 4 PC + 2 NPC, kids would not join) I found both stewards - used 1 sleep, 1 charmed, both had dialogue. Done. I found Panathaes, sleep, took his equipment, 'used' all of it. Had extra dialogue with him. Done. Found fu..ing kids, joined to my team. Done. I go outside, they dissapear (which is expected as I read in different posts). I go to Captain Abiram and obviously, the quest can not be finished. There is no dialogue option that I got enough evidence. Ok, reload, do everything again. This time I charm Panathaes and take him with me to Captain Abiram together with kids. No new dialogue. Reload, do everything again. This time I charm Night Steward and take him with me to Captain Abiram together with kids. No new dialogue. Reload, do everything again. This time I charm Day Steward and take him with me to Captain Abiram together with kids. No new dialogue. Reload, do everything again. This time I charm Day Steward and Panathaes and take them with me to Captain Abiram together with kids. No new dialogue. Reload, do everything again. This time I charm Night Steward and Panathaes and take them with me to Captain Abiram together with kids. No new dialogue. Reload, I kill everyfu..king one as I'm about to destroy my computer and unsitall this game, take their all loot, grab kids, go to Captain Abiram. No new dialogue. Day steward didnt had Child's Locket with him, or maybe he did but it disapeared. I use Sleight if Hand on him as well, he only gives cooper and silver, no Child's Locket. I'm about to lose my mind. Is there a cheat code to finish this quest? Or cheat code for Child's Locket ? Or cheat code to ensure I got all the evidence?
I faced a bug with this quest as well, but not sure if it's the same. I would just skip it. It doesn't block any other quests and it doesn't have any rewards (IIRC I got 0 exp). Yeah, I spent a whole day on it too.
I don't think you need to bring any of the two stewards to Captain. Only Panathaes is needed. The kids should be also taken and as you already know they're expected to leave on map change. I was about to talk to Captain and I couldn't progress in the dialog with him to the quest completion, so I did the following in the console before talking to Captain: game.global_vars[555] = 2 This helped to add the missing dialog options with Captain and complete the quest.
I usually skip this quest, but I played it through successfully way back, so it can be done. From what I remember, the guilty man changes game-by-game (randomly assigned). It was a solid afternoon of play, and great at the time, but not something I particularly want to repeat each time I play. The Walk through is pretty helpful, from what I can remember.
When I did this quest, the kids ran out of the sewers on their own the three times I did complete it. (Maybe it forces them out if you have too many party member, I don't know) I got the evidence from both the stewards and knocked out Panatheas for the locket and that let me finish the quest. I'm pretty sure you can just leave Panatheas unconcious in the sewers, but I think whether you get the kids or not is random.
