ip banning is pointless, so easy to get a new ip. i used to admin a forum myself, and getting rid of spammers was very difficult.
thats what mods are for, you can write a million scripts, and there is a way around each and every one of them. This is the whole purpose of mods, to do what scripts cannot! to look at things on a case by case basis.
