I've been trying to complete this quest, but haven't been able to initiate the needed dialog options. Do you need a certain gather information modifier or something?
Without checking the dialogue files for this quest, I'd say that if you can't trigger the right dialogue then your skills are either too low or you're talking to the wrong person. Sorry I can't be of more help just now but I'll check the quest tonight when I get back home to make sure.
