So since tio.dll actually contains the original command line tool for creating those .dat files (and unpacking them), I decided to make a minimal wrapper to actually call into those functions. TioPack can be used to create a dat file that works just like the dat files that shipped with the game. TioUnpack just replicates existing functionality of the unpackers that we already know, but i made it anyway for completeness.
