It's called the D&D 3.5 Monster Manual. Seriously. Troika tried to stick to the rules as closely as possible with their game. So the actual PnP books are a good reference.
I don't think this is correct. Some of the monsters seem to have been made stronger, some actually made weaker. This is either on purpose or accidental, as a result of Troika not doing their job properly. Other threads on this site go into this further. I think the gnolls in TOEE are an example of this.
