They can't level up over L 12 because of a mess with bonus feats. At 10th (if I'm not wrong) a thief gets a bonus feat among a short list that includes Improved Evasion and some nice feat. The point is that the game allow the player to choose any bonus feat from rogue, wizard and fighter list while, at 13th, there is the yellow spot but all the bonus feats are considered like regular feats, all white and noone in yellow, so noone of the may be choosen. It is possible to correct this bug or a player must dualclass that rogue into something else?
? what are your character stats? I used the console once and gave my characters over inflated stats and they were able to choose more than they should have been able too. Try lowering there stats unless this is not the problem then it might just be the fact it was an over sight by Troika mainly because you are only supposed to be able to level up to level 10.
For sure it is the fact that Troika seted the game for max lev 10, but still if somebody wants to play with a smaller party or, for any reason, wants to reach high levels, just know that with some classes it is not possible. Anyway, are u sure you are not mixing feats with skill points? My thief was still a prototype for testing, so a basitc 18-all-stats character to test what I was in need for while making items. But I don't think this si the problem. nex time, I'll make a thief with Int 1 (3 -1 because half orc) But I think it won't change.
actualy, i dont know if the game does this, but if you make an half orc with base 3 int you'll end up with 3 int, cus a char cant have less.
Well, I think that it would be really hard to play a PC worst than Kobbort or.... well, very easy to play an half-construct
