strange miscellaneous modifier during character creation

    I'm creating an elf rogue, and I got some really nice stats during roll (8th roll), however I'm a bit surprised by the modifiers, in this case penalties.

    Disable Device, Open Lock, Perform all get a -2 miscellaneous modifier!
    Why is this?
