scroll of dominate monster bugged?

I recruited Burne for a short time. He was more than happy to craft and share his scrolls. He gave me a scroll of dominate monster.

My wizard cannot learn or cast it. Do I have to, unlike all other wizard scrolls, wait until she's level 17? Is this some kind of bug?

 

Is your wizard a specialist and banned whatever school DM uses?

 

i have the same problem, i never specialize in any school.
I would really like to dominate a monster just once.

I didn't know wizard specialization was possible in ToEE. I missed that during character creation. Of three wizards.

How exactly does that work?

When building your wizard look for the "feature" selection on the right, (much like when you choose which way your ranger will go).
