Request: Specific Forum for Shattered Gates of Slaughtergarde Module

My party completed the first two quests: returning the barrels and getting the platemail from the Maug. The dungeon is clear, and the party can sleep there with the green flag. I went back to town looking for the next adventure, bought and read the book, talked around the market - the elf talked about some drow events, but no quest. The armor vendor mentioned some things - no quest. The Official said to look for a wizard, I think, but I didn't notice anyone in town. A little help, please.

 

I didn't think much of it at the time, but could my problem be something technical? I can see the town mobs are called Trader, but then the name becomes a character from Hommlet, like Rannos Davl with the old portrait. I simply thought this was reasonable recycling, but could it be related to my problem?

 

If I am correct, the character I need to talk to in order to go to the second dungeion is CaptArmin. Is this the Officer at the center outside town? This guy only looks at my map and refers me to Hinterland, which I can't how to get to inside or outside town. However, CaptArmin's dialog seems to be different for this guy. It even says [Gwynnneth] at the beginning of his dialog. I tried to use the create console command, but I'm actually confused which protos he is. So the big question I have is whether or not the guy my group needs to talk to was spawned or not.

 

I have learned based on @anatoliy 's instructions about the parchment, that this is the source of my problems. Also, because I had read the dlg files, I thought Capt Armin would appear in the market instead of waiting outside the town because he mentioned "the crowd". I had also thought it was intended for him to be triggered with or without the parchment. Too bad! My mistake. In any case, my group was stuck with no mission until they went back to look for the item that I had no idea existed before they could continue adventuring. It's fun fighting drow and a wight. No wights in ToEE. Now I'm trying to figure out how to maximize the chance for successfully making the 24 hour saving throw against the "temp" negative level.
