Not sure if this is a ToEE bug, or something on my install

I see this happen semi-frequently and it gets frustrating. I dont know what causes it, but it LOOKS like when a PC is feared this happens. Their list of buffs above the portraits vanish, but they still have the particles on them. I can still see the effects from mage armor, bulls strength, divine shield, etc. Then, when that happens, I cannot cast ANY buff spell on them it just seems to "fizzle" as if a globe of invuln stopped it from being cast when there is definatly not one in the area. I have to go to the druid in Hommlet and have him do the "spell permanency" option to fix it.
