I passed by the watchman who were in some sort of battle along the west wall of the keep. The just kept shouting find the baliff and I did after some time. I was ordered to find Billy and retrieve the Baliff's bow which I accepted. The problem I'm having is I can't find where to go. I went up the stairs after finding the baliff onto the catwalk or whatever you might call it and nothing's there. The watchman in the battle are gone and I've pretty much searched everyone portal. What'd I miss? A concentrated search or something? I guess I'm not quite sure how those work. Anyway the baliff thinks I'm a slacker now.
bytor, When you exited the tower, (on top) did you walk all the way down to the end? Did you actually get to deal with the sniper? This quest has worked for me every time, on my 5th play through now.
No, I never found the sniper. Maybe I blew it by going up the stairs first. The Baliff's comments were something like get up their right away so I assumed it meant up the stairs. I could never tell what the watchman were firing at.
Yeah, you should go up the stairs and out onto the wall. If everyone was gone, then perhaps you took too long - they leave after a while as having them there indefinitely would have been silly.
