Yes, enemies have no weapons, mostly. Some have. Most archers fight with their daggers. The spearmen in the battle before lareth dont use spears.. etc. You get my point. Whats wrong?
It sounds like your installation is hosed (or possibly your game). I'd either create a new game to see if that fixes the problem. If it does, then it's your save game that has the problem and not the installation. If it doesn't, that points me back to your installation. In this case you might want to completely uninstall (just to be safe) and reinstall, paying particular close attention to the install order and methods. Be particularly careful when you extract Liv's files that you are actually downloading the files to their proper directories. You should get warnings that you are overwriting existing files if you are doing this right. Just a few things to try...
