The wizard in the first town you can Hire. I decided to level him all the way to 20, but I don't know what class he is good with besides wizard. All of his stats are average. So its a bit hard to level him in sorcerer.
You don't want a Wizard/Sorceror anyways. ToEE has always had issues with Sorcerors' spells per day when multiclassed with Wizard. If you are going to take Spugnoir all the way (not sure how you're going to get him to 20 unless you're only taking one PC and no other NPCs but that's not the point) you might want to just leave him as a solo Wizard, or maybe take Monk or Fighter to boost his hand-to-hand abilities, or a couple levels of Rogue if you want him to boost his skills (useful with his high intelligence.) Forget his stats; it really depends on what you want him to be able to do.
