    Is Zaxis supposed to appear someplace if you opt not to take him with you the first time you meet him? I seem to recall reading that he is in the brothel, but I can never find him there.

    You will find him at the Nulb's brothel, I think during night time. He should be at the base floor, as you enter, in the restaurant area.

    It might depend on your dialogue choices IIRC.
    You can check the flags and vars list to see which does that.
