I have been scouring this site and the ToEE manual and I can't seem to find out at which levels you get to select additional feats? Is it every second or third level?
It's class dependent: All classes get a feat at level 1, then every 3 levels starting at level 3 (one at 3, then 6, then 9...). Then some classes get bonus feats in addition to the basic class feats: Fighters get a bonus feat at level 1 in addition to the feat that all classes get. They also get a bonus feat at level 2 and every 2nd level after that (next one at level 4, then 6, etc.). But the bonus feats need to be selected from a subset of all available feats (fighter-based subset). Wizards get a bonus class feat at level 5 and every 5 levels after that (10, 15, 20...). These bonus feats are restricted to metamagic feats and crafting feats, basically a wizard subset of all feats. Rogues get a bonus feat at level 10, 13, 16, 19. They can choose any feat they have the prereq's for or take a feat from a specific rogue subset of feats, which by the way are really cool. Also classes get feats as they level up as part of being that class. For example a barbarian gets uncanny dodge at level 2, and many more examples but I'm sure you noticed that.
