Is there any call for a review of the dialog files? I feel there is so much that is missed because the characters are not at a high enough level at the time of contacting the NPC to get the interesting dialog choices.
I'm not sure I agree ... generally, vanilla content was scripted so that the juicy stuff could be gotten by any PC that specialized in communication as they progressed in story and level, and I usually set the bar pretty low in the expansion stuff I have done (mainly because ToEE's dialog system is IMO clunky and it's no fun to fail at it). Where do you suspect you're not making the cut?
Particularly Sense Motive, since other characters like a monk, cannot "nudge" the face character when a lie is detected. The example I gave about the Tower Sentinel (c.f. let's talk about Lareth) is fairly indicative of the few items that I would research.
