What spells would an effective 20th level crafter of all things (wondrous items, magic arms and armor, rods, wands, potions, scrolls) need to know? Is any class better suited to overall crafting than the others?
I find that Druids are very good crafters, as they automatically get the stat buffer spells except fox cunning, and also a fire, electric, and ice spell. Clerics are needed (I think) for the spells like Heal, Defend, and the alignment boosts for weapons. I think that a wizard would be the best overall, as he could copy scrolls to get the needed spells, and the only thing he couldnt do is alignment boosts.

Well, since you include scrolls, every spell can be turned into a scroll, so...... Are you looking for suggestions of new magic items to add, and the spells necessary to craft them?
No ... just the normal ones. Maybe I should try to frame this a different way: if I wanted a 20th level crafter who could craft anything - 1. what spells would he need to know? 2. what class would he need to be, or what class what be best suited to that job? I never use crafting, so I'm not very familiar with it. I think there's a mes file somewhere that states all the prerequisites for everything, but I'd rather get a practical viewpoint on this. e.g., I suspect that players are more likely to craft a longsword +1 than an axiomatic gnome hooked hammer, but I can't really be sure.
Will he be found in verbebonc? I think you could get maximized crafting minus 2-5 items/spells if this works.. Need to know, if you take ONE level of wizard, do you gain the ability to copy scrolls into your spell list? If that works, then you can have a Cleric of the two alignment domains you wish for crafting (good, lawful, chaotic, evil), have that character take 19 levels of cleric, and 1 level of wizard. If that 1 level of wizard lets you copy scroll spells, then he would be able to have practically if not completely every spell needed for any crafting recipe, and the cleric levels for those alignment spells and possible cleric spells that you couldnt find elsewhere. Would this crafting NPC be ONLY crafting, and no feats or abilities or anything helpful to combat, only crafting? Like, just large INT and WIS, then take all of the crafting feats leveling up, and extras after those that would improve crafting. Like magical affinity. Short Version; If 1 level of wizard lets you copy scroll spells into your spell list, then take 19 levels of cleric being two of the alignment domains for those weapon crafts (probably good and lawful), and 1 level of wizard. Probably able to get every single spell needed, and still be high enough level for every craft needed.
The Royal Canadian's (yay Canada!) recent Crafting Worksheet pretty much spells it out. If you really want to be able to craft every possible item, then you will need a Cleric, a Druid, and a Wizard, and really, you would need a Good, Neutral, and Evil wizard and cleric. The wizard's for the Robe of Archmagi, the Clerics for horns, weapons, etc. It is true that a level 1 wizard can copy any spell into her or his spellbook, and in ToEE can also craft scrolls of any level, this should not be. In the SRD, a caster can only craft scrolls of spells they can actually cast, so a 3rd level wizard is required to craft 2nd level scrolls. There are also a number of items that a higher level wizard is needed for e.g. level 10 for keen weapons, level 14 for Robes of Archmagi. There are also a smattering of items that require an Elf (boots and cloak) or a Dwarf (gauntlets). So, as far as I can tell, you'd need at least 7 high level crafters to cover all the ToEE items. If you wanted to stick to one alignment, then 3 would do.
