When you are in the character creation screen it says that if you get no number greater than 13 or the sum of bonus is less than 0 you get an automatic reroll. It's my experence that this isn't true , at least in 5.50 co8 mod
I do not believe that Troika implemented the automatic reroll correctly, since you can reroll the character to your heart's content. The only action is that it keeps track of the rerolls. The rerolls have no perceivable effect on the game. I doubt the modders thought it was necessary to change it.
