Sly, my Rogue/Wizard, keeps failing to copy the scroll Lesser Globe of Invulnerability (think that's it). Why would this happen? Noir, my Sorcerer, has this spell. And Sly has been able to copy other spells of the same level. Sly has no restrictions as far as magic schools are concerned.

Copy scroll is a function of spellcraft and it has to be high enough for the spells involved. You will have to level up and increase the spellcraft number. When you select copy scroll on the radial menu if a particular scroll isn't listed, then it's not available for copying. There are a number of restrictions that apply due to class. Wizards can't do druid/cleric spells, etc.

The IQ should be high enough (18), and Sly has been able to copy other spells of the same level. It keeps saying it is an invalid action (or something similar).

Only Wizards can copy them to a spellbook. Check out the radial menu. The ability will be there for a Wiz.

"Invalid action" means that you've already attempted to scribe the scroll for whatever your spellcraft skill is. It won't let you try again until you've increased your spellcraft, as wizgeorge said.

The DC to copy a scroll is 15 + spell level. It's possible to fail even if you've scribed other spells of that level before (technically, even a level 1 wizard is likely to have a possibility of copying a 9th level spell, since the DC is 24, which is achievable with any spellcraft of 4 or above).

That isn't correct actually. You don't need to raise your spellcraft to try again. If you have other scrolls to read, read those, then try the one you failed again. If you fail again and are out of scrolls, you'll have to wait a few days, then try again. No leveling necessary.
