I am very new to hex editing and was wondering if there is an easy way to modify the number of bullets in a characters inventory? If the merchants won't sell them, I figured that would be the easiest work around.

The hex-editing is nice, but sometimes is faster or easier to use a memory editor like - ArtMoney.
You can search in memory occupied by another program, in your case TOEE ...
you will search for starting amount of bullets and then for changed one ...
after couple of tries you should be able to find the 'memory spot' where is this value temporarily stored ...
then you can change it ...

    But is this cheating neccessary?
