OK so I have 4.0 ... so do I do that first and then Ted's and then Livonya's? I am going to do a clean install to see if I can actually get into the game, so any help as to the mod install process would be much appreciated!

After that, the only further patches are found in this thread: http://www.co8.org/forum/showthread.php?t=2708 That will take you almost completely up to date with all work currently in existance and on release. Livonya's work is an integral part of v4. Ted's work is available as additional content when you install and load v4.
