a gazillion goblins...yet no

Here's something I noticed in the game. Why is there like a gazillion goblins you can encounter while traveling and also are in the temple, itself - yet, hobgoblins are only able to be encountered when a party is traveling?

 

There is one hobgoblin in the first dungeon level of the temple. Maybe hobgoblins just aren't joiners.

 

Yah, maybe they aren't joiners. Laugh. Maybe they also think her unholiness has some funky ______ and they don't care for green ooze? LOL.

 

Please disregard that last comment. Still laughing.

 

It's 'cause Hobgoblins are Lawful Evil...hey, wait a damn minute...so are goblins...!

Maybe these aren't goblins, but little orcs or something?!?!
