Personally I would put it in Z:\Temple of Elemental Evil\overrides\Rocco's Tweaks\scr
I usually reserve tpModifiers for files which are actually modifying scr/tpModifiiers files

 

I did try without the tpModifiers at first and it didn't work either, hence why I added it now. I'll try again though.

Edit: Still isn't working.

 

Remove the .txt and it should work.

When you start Temple plus can you see the words "Rocco's Tweaks" at the bottom right hand corner of the original ToEE start screen?

 

No, it just shows the version at the bottom right corner.

 

There's your problem. Delete your existing overrides file and extract the directory attached below into your Temple of Elemental Evil Directory

You have a file with the path Temple of Elemental Evil > overrides > Rocco's Tweaks > mod_spec.json which is a JSON file of 0 bytes?

 

Yes.

 

I must confess to be baffled. Your overrides folder obviously isn't working so obviously Shiningted's mod won't work, but why your overrides folder isn't working I can't imagine.

 

Guess it is just a me problem.
