    could be a firewall issue? Check that Toee.exe, temple.dll, and TFE-X.exe are all in your program exemption lists and not quarantined and try again.

    You might want to type UAC in the search window of your start screen and set the User Account Controls to the minimum setting.

    OK I turned off Windows Defender and allowed exemptions through the firewall.
    temple.dll and Toee.exe cannot be selected in the exemptions list.
    The files I added to my Windows Firewall exemption list are:
    Temple of Elemental Evil Setup
    ToEE
    ToEE Front-End X
    ToEEa

    Some may not be necessary maybe but added in case.
    I don't have any other protection on this computer.

    Worst case, you can just manually unzip the modules (.tfm files) and run the game with Temple+.

    Very sad again. For some reason I can't open TFE-X Front End. I have the gog.com version of the game. I downloaded the new content from Co8.org. I've turned off firewalls and Defender. I dont have any other security. I've installed to the root directory of the C drive not program files. I have a version of Java from June this year. jre1.8.0_91
    I have opened the Front End on the first installation but havent been able to since. I've done yet another uninstall. I had Temple Plus working, but realised that New Content wasn't installed so the game finished at Zuggtmoy. ;(
    Somebody please help me! I love this game and there seems so much more to come.

    Again, you can just manually extract the files from the NC .tfm file. You should also be able to use your old save before killing zuggtmoy by consoling
    game.global_flags[500]=1

    Winrar opens it, probably any zip utility does.
