OK, I'm playing "Keep on the Botherlands" at time. The monk spade isn't there in the list, if I choose the exotic weapon profiency.

You should get full 2x bonus for power attack unless you are enlarged with the quarter-staff based weapons.
Ah, if I recall correctly, that is because the weapons do not enlarge. Thus a 2-h weapon becomes a 1-h weapon. My question about Qstaff is that Flurry rules state that only regular strength damage is applied. Have you disproven that?
Actually it's kinda weird. Generally speaking they "go down"one size when enlarged--but some don't. Like the spiked chain still counts as 2hd weapon even when enlarged.
Tonfa uses Nunchaku proficiency. It appears to be not included in the Monk proficiencies, nor is it on your list above. Although Nunchakus apparently do not exist in the game, they are the code name given for Tonfas (not the feat name). Monks are automatically proficient with Tonfas (Nunchakus). I believe monks are also automatically proficient with warfans - they use the code name "halfling_nunchakus"
Is there a history behind Monk Spade being classified as halfling_siangham in protos.tab? Jian is classified as siangham halfling_siangham is classified as siangham So, I guess the classification of siangham allows flurry whereas that of halfling_siangham does not?
Well, you said it - the rake is clearly overpowered. I believe it should have the damage and critical multiplier of the quarterstaff. Even then it is still superior to the quarterstaff because it can also do piercing damage; however, there are probably more magic quarterstaffs in the game than rakes. The butterfly sword should probably not require an exotic feat for monks (as in pathfinder), but we are following 3.5
