But, but ... what would DnD be without the infamous chainmail bikini?

Most of that stuff is more 80s fantasy anyway-- I always found 3.x's style to be too "dungeonpunk" to take seriously.

Lol i was amazed when i find out that even a Cleric can have those benefits. So no, Simple Weapon Proficiency Elf is not restricted to class, just race (obviously).

    Bastard Swords or Spiked Chain

Evil clerics are inferior to good clerics. If you are willing to deviate from SRD, and exploit a bug, then it is possible to play a cleric that feels evil. It plays similar to the harm spam mage from Arcanum, but is much less powerful. Clerics that spontaneously cast an extended spell will not have the spontaneously cast spell consumed. So, you can spontaneously cast your inflict spells indefinitely.

Eight levels of bard is handy; Inspire Courage +2 damage stacks with Favored Enemy, a few defensive buffs, some early level charms, and Fascinate. The requirements for +3 and +4 IC bonuses are not worth it, and their spells are very redundant.

Running a sorcerer and wizard is overkill. One wizard is more than enough.
