You can un-fog every map by adding <Flag: 'UNFOGGED'>. ex {5000}{ShopMap, 514, 445, Type: SHOPPING_MAP} as {5000}{ShopMap, 514, 445, Type: SHOPPING_MAP, Flag: UNFOGGED} directory path: <modules\ToEE\rules> file: <MapList.mes>
I'll try to help you, but this will be only an assumption, as I don't 'exactly' know its specifics. I think not, as it functions differently. Think maplist.mes as a game sub-database. And the nxd file as a game trigger that is used to identify the in-game 'time' in real-time, which my guess is responsible for day and night periods in the game.
Daynight.nxd controls moving mobs across maps for day and night - so think Tarim standing outside by day but in his house by night, or Elmo walking the town like an old drunk by day, and holding up the bar like an old drunk by night. Etc. Movements across the same map (eg the castle labourers going back to their camp at night) can be done on the mob itself, but across maps need this extra file to see if something from another map needs to be brought in at map load time. You can hack it with ToEEWB if you want, but be aware that you need to start a new game to see any effect.
Tarim is still supposed to be outside during the day? My last three playthroughs he's been indoors day and night...

He used to be outside (I don't recall him swinging an axe), but either something's not quite right, or he's been moved indoors during the day.
There were quite a few Hommlet NPCs (including the bulk of the children) who were moved inside in the final push to fix jerkstop (before we realized that wasn't the problem). We may move them back out some day, we'll see.
What happen if I put co8 8.0.1 NC daynight.nxd into a vanilla toee to get benefits of these changes? Should I use the SC one?
I wouldn't advise that, as the Co8 version includes references to lots of critters that don't exist in vanilla. It may bust the game.
Speaking of children, and if you ARE creating another modpack, can you create Child Based Dialogue? It's kind of alarming to hear "Hey sister, can you spare a drink?" from a child. Also, is it possible to shrink the human sizes for children only? Cause Im pretty sure all the children are halflings....... P.S. What's jerkstop?
