    No legit way.

In the game, a familiar is created with the same command that summons monsters, which makes it exempt from gaining experience. So you'd have to go into Spell760 - Summon Familiar.py and change the line that creates the creature in the first place.

Or maybe there is some flag that can be set.

Familiars do level up, but you need to put them into your pack before you level up it's owner, then bring it out again afterwards to see the benefits.

Levelling up while your familiar is out causes it to break the bond somewhat, the familiar will stay as an NPC follower and refuse to go back in the pack, but will fight for you anyway, and allow you to bring out a new familiar with the correctly updated stats.

I just want to clarify that familiars do level up internally, and the change will take effect each time you take them out of your inventory and bring them to life, as Allyx said. But they do not level up in the traditional way of gaining experience and gaining a level the way PCs and NPC recruits do.

I'm still not exactly sure which one you were asking about.

Familiars don't gain XP as PC's do but do gain abilities based on the owner's level at the time it was summoned, if your wizard has enough XP to level up but doesn't, the familiar also doesn't gain any abilities. Likewise if the familiar is out when the wizard levels up, it will not gain new abilities until next time it is summoned, thus it must be put away and re-summoned to gain new abilities.
