First time to the raider camp. Where are all the raiders. I only encountered Mia whom I promptly killed for being so evil. There is only a very small valley and no way to go anywhere else. Searched for secret doors along the entire valley.

    See Below

I killed forrestall and the bears. Here is where I am stuck. I thought I found the camp, but it was just an old ripped tent with a boot on a pole. I have tried to climb further, but it always says not here. So, what now?

Here's what you need to know --
the raiders aren't in their camp. That would be too easy. I believe the main purpose for the raiders camp is to get people to used to using the rope to climb up and down cliffs. Yes, ropes are used earlier in the game, but not as much or in the same way. Anyhow, to continue with the quest take the boots on the pole back to the Bailiff. He has something interesting to say which may send you off to talk to someone else about it. This isn't necessary though. After speaking to the Bailiff, the raiders will at some point attack you as a random encounter o the world map. This can be a difficult encounter if your party is already beaten up or not well prepared.

How difficult it is, is dependant on whether you got to talk to that someone else.

FWIW, always go back to the Bailiff if you have advanced a quest but not completed it, he usually has something to say and some help.

My party has the boots on a pole, but when they go to the Bailiff and he asks what progress has been made, whoever is speaking says no progress, and the Bailiff kicks them out.

    What am I missing?

Hmmm... could you let me know what these are in your game?

    game.global_flags[277]
    game.global_vars[57]

and I'm assuming the state of the quest is 'accepted', not mentioned.

Bugger... if you have the boots from the raider camp, then vars[57] should be 1 (it indicates you have been to the camp, not that you have the boots).

Dare I ask, you didn't just console the boots did you?

Yeah... well, there is some sort of object in the camp that is meant to set vars[57] to 1 and also to say a floatline, which apparently seems to have never made it into the game (almost certainly something like, "this place seems long abandoned" or something). It needs line of site to work so you maybe just got unlucky (though I seem to remember it being near the entrance... o well). I'll have to check on my modding laptop, but for now, just set game.global_vars[57] = 1 and speak to the Bailiff again.

Once last question, @florian1 - did you maybe sneak into the camp or go in invisible?

The critter is there (it's both to set the flag, and something for you to find if tracking) but it may be facing the wrong way or otherwise flawed.

I will try to go to the Raiders Camp again and go in without using sneak.

Are you suggesting I might meet someone/something if I go in without sneaking?

So I went back to the Raider Camp without sneaking, and afterwards I could talk to the Bailiff, and now have permission to talk to Billy.

The only thing I noticed when I went back, is that the Druid's Jackal companion growled when the party was approaching the tent through the broken building.
