Well, I got the bard to 7th level and chose Cure Serious Wounds and Haste. But the Bard spells' menu shows 0/0 for 3rd level spells no matter what I do (both picked spells are there). And yes it's after 8 hrs rest so he should cast them just ok. But he doesn't. Well, perhaps it's because he had Cha damaged when I did him level up. And what way to fix it?
You need a Charisma of 16 to cast 3rd level Bard spells at 7th level. You can cast 0 spells of that level thus relying on bonus spells from high stats.

You still need 10 + spell level to cast a spell of that level. At bard level 8 it's required to have 13 charisma to cast a 3rd level spell once per day, or twice if you have 16 charisma.
