Point buy amount

The point buy 25 points is a bit too little in my taste. But I'd still like to use the point buy system to make my characters (easier to port characters from game to game).

Is there an easy way to change this to lets say some of the more commonly used, like 28 or even 32?

I tried looking over the data files, but I have to admit I'm not much of a modder, at least not in this game.
